中国联合航空有限公司国际托运行李及非托运行李运输方案(试行)
一、定义与标准
（一）行李分类
按照是否收费分为免费行李和收费行李，按照携带方式分为托运行李和非托运行李，按照行李种类分为特殊行李和非特殊行李。
（二）实施方式
中国联合航空承运的国际行李实施计件制。
（三）行李执行标准
1.行李运输必须符合《中国联合航空有限公司旅客、行李国际运输总条件》中有关规定，不符合规定或者超过规定的行李须事先征得中国联合航空同意后，方可运输。
2.非托运行李：是指旅客自行负责看管照管的且可带入客舱的行李，单件重量不能超过10千克且体积不能超过20×40×55厘米。超出以上标准的行李需托运。
3.托运行李：是指旅客交由中国联合航空负责照管和运输并出具行李运输凭证的行李，单件行李重量不能超过32千克且单件体积不能超过40×60×100厘米（长宽高三边总和不超过200厘米，其中最长边不超过100厘米）。如超过上述标准需按照特殊行李方案执行或须事先征得同意方能托运。
4.逾件行李：是指超过免费行李额件数的托运行李，将作为逾件行李收取相应费用。
5.逾重行李：是指单件重量超过23千克但未超过32千克的托运行李，将作为逾重行李收取相应费用。
6.行李的包装应符合航空管理的法律法规并符合《中国联合航空有限公司旅客、行李国际运输总条件》，如不符合上述规定、可能给航班或旅客安全环境等造成不利影响的行李，须事先征得中国联合航空同意后方可运输，中国联合航空有权禁止对不符合规定的行李带入客舱或运输。
（四）适用范围
本方案适用于中国联合航空承运的国内始发（含国内国际联程、国内经停）和国际境内始发（含国内国际联程、国内经停）的国际航班。国际国内联程非托运行李与托运行李按照国际航班标准执行。
（五）方案适用
本方案适用于国际托运行李及非托运行李相关的规定，如本规定未约定，应适用《中国联合航空有限公司旅客、行李国际运输总条件》，本规定与《中国联合航空有限公司旅客、行李国际运输总条件》冲突的，以发布日期较晚的文件为准。
二、行李额权益
（一）免费非托运行李额权益
1.全部舱位客票含1件非托运行李权益，体积不超过20×40×55厘米，重量不超过10千克。
2.婴儿无免费非托运行李额。
（二）免费托运行李额权益
1.东北亚地区（俄罗斯、朝鲜、韩国、日本、蒙古）航线
公务舱J/C舱客票含2件托运行李权益；超级经济舱W/0舱客票含2件托运行李权益；经济舱Y/B/M/E/H/K/L舱客票含2件托运行李权益；经济舱N/R/S/V/D/T/I/Z客票含1件托运行李权益；经济舱P/G/Q/U/A/X舱客票托运行李权益根据产品规则执行。
2.东南亚地区（越南，老挝，柬埔寨，缅甸，泰国、马来西亚，新加坡，印度尼西亚，菲律宾，文莱，东帝汶）航线
公务舱J/C舱客票含2件托运行李权益；超级经济舱W/O舱客票含2件托运行李权益；经济舱Y/B/M/E/H/K/L/N/R/S/V/D/舱客票含1件托运行李权益；经济舱T/I/Z舱含0件托运行李权益；经济舱P/G/Q/U/A/X舱客票托运行李权益根据产品规则执行。
3.免费托运行李单件体积不超过40×60×100厘米（长宽高三边总和不超过200厘米，其中最长边不超过100厘米），且重量不超过23千克。
4.持不占座婴儿客票的旅客可免费托运1件行李，三边总和不超过115厘米，且重量不超过10千克。每位婴儿可额外免费托运婴儿手推车一辆。儿童购买成人折扣票和占座婴儿客票按中国联合航空相应舱位的托运行李规则办理。
5.残疾旅客辅助设备（包括但不限于轮椅）不计入免费行李额，可额外免费运输。
三、收费行李
（一）收费行李定义
1.收费行李包含逾件行李和逾重行李。
2.逾件行李单件体积不超过40×60×100厘米（长宽高三边总和不超过200厘米，其中最长边不超过100厘米），且重量不超过23千克。
3.逾重行李单件体积不超过40×60×100厘米（长宽高三边总和不超过200厘米，其中最长边不超过100厘米），重量大于23千克小于等于32千克。
（二）收费标准
1.旅客在机场柜台购买逾件行李，每件收费500元人民币（国内港），国际港以所在国家或地区货币为单位，对等国内价格（国际港）。
2.旅客在机场柜台购买逾重行李，每件收费200元人民币（国内港），国际港以所在国家或地区货币为单位，对等国内价格（国际港）。
3.旅客在中国联合航空线上直销渠道购买逾件行李，收费标准按照柜台价格7折优惠。
4.逾重、逾件托运行李：逾重和逾件费累加计收。
5.国际航线的单件行李重量不得超过32千克。
6.行李收费金额以所在国家或地区货币为单位，小数点保留至个位，尾数四舍五入。
7.每位旅客最多可托运4件行李（含免费托运行李）。
（三）购买方式
1.旅客可在机场柜台购买逾件行李及逾重行李。旅客可在中国联合航空线上直销渠道购买逾件行李。
2.发票领取：国内出港在机场柜台购买行李的旅客可咨询机场柜台工作人员申领报销凭证。在中国联合航空自有销售平台购买行李的旅客可线上自行开具电子发票或联系中国联合航空客服中心（400-102-6666）申领发票。
四、特殊行李
（一）特殊行李种类
1.自行车、高尔夫球具、滑雪用具、钓鱼用具、冲浪装备、保龄器材、乐器等异型行李、逾重特殊行李或者超大特殊行李以及占座行李。
2.在办理行李运输时，须遵从以下各类特殊行李运输条款和运输限制条件方予以承运。特殊行李如遇超规格或飞机条件不适宜运输时中国联合航空有权拒绝收运。
（二）除占座行李外的特殊行李收费标准
1.除占座行李外的特殊行李收费单件1000元人民币（国内港），国际港以所在国家或地区货币为单位（对等国内价格）。
2.除占座行李外的特殊行李长宽高三边总和不超过203厘米，且重量不超过32千克。
3.多件特殊行李，根据收费标准累加计算。
4.上述未尽特殊行李如需托运，应事先征得中国联合航空同意。
（三）特殊行李额购买渠道
1.占座行李可联系中国联合航空客服中心（400-102-666）购买。
2.除占座行李以外的特殊行李可在机场柜台购买。
（四）特殊行李范围
1.自行车
仅限承运单座的运动用自行车，且只能放置在货舱内运输，自行车托运前轮胎必须放气。非折叠式自行车应旋转自行车车把90度并固定，去掉脚踏板，将车轮卸下，牢固绑在车身上；折叠式自行车应折叠并绑牢。
2.高尔夫球具
高尔夫球用具包括一个高尔夫球袋（含高尔夫球、球杆）和一双高尔夫球鞋。需要装在高尔夫包内，如果无高尔夫包，请使用缓冲材料进行包装以防在装运中受损。
3.滑雪用具
滑雪用具包括一对滑雪板、两根滑雪杖或一双滑雪靴；中国联合航空不对未装在硬边箱子内的滑雪用具的损坏负责。
4.钓鱼用具
一套渔具：包括一副鱼竿及包装袋或盒子；一个工具箱；钓鱼专用篮子或帆布袋。渔具须以特别为运输设计之坚固且硬壳容器加以妥善保管。如为其它包装材料，则拴挂免除责任行李条（领取登机牌时办理），将不对钓具的损坏负责。
5.冲浪装备
每一件冲浪板的整体尺寸小于或等于203厘米，包括桅杆、臂杆和帆在内的一件风帆冲浪板。冲浪板必须被放置在特别为运输设计的坚固且硬壳容器内。如未以此类容器包装，将在冲浪板上拴挂免除责任行李条（领取登机牌时办理）。
6.保龄器材
一套保龄球用具：包括一个保龄球袋；一个保龄球；一双保龄球鞋。含有大量容量超过70%以上的丙酮或酒精的保龄器清洁剂被视为危险品，不能作为托运行李或非托运行李办理；保龄器材必须被放置在特别为运输设计的坚固且硬壳容器内。如未以此类容器包装，将拴挂免除责任行李条。
7.乐器
乐器指能够发出乐音，并能进行音乐艺术再创造的器具。乐器分为民族乐器和西洋乐器两大类。对于托运行李，乘客必须将乐器放在特制的硬边或防压容器内托运。办理托运行李要求值机人员在为携带乐器类物品的旅客办理乘机手续过程中，应为乐器拴挂免责行李牌并请旅客签字确认。对于乐器在运送过程中发生的损坏或延误，不承担任何责任。
8.风帆冲浪用具
风帆冲浪用具指带有可移动桅杆的改良冲浪板。风帆可拆卸和折叠。包装恰当，放置在硬壳箱内。若非如此，需提供免责声明。要有外包装的同时，且能承受一定的压力；对于无妥善包装的风帆冲浪用具，将栓挂免除责任行李条。
9.射箭装备
弓和箭必须被放置在特别为运输设计的坚固且硬壳容器内加以妥善保管；对于无妥善包装的射箭装备，将栓挂免除责任行李条。
10.曲棍球用具
曲棍球球棒或长曲棍球棒必须被放置在特别为运输设计的坚固且硬壳容器内。如未以此类容器包装，将拴挂免除责任行李条。
11.冰球用具
冰球用具必须被放置在特别为运输设计的坚固且硬壳容器内。如未以此类容器包装，将拴挂免除责任行李条。
12.充气球
水球、篮球、排球、橄榄球、足球等在航空运输时注意球内充的空气内压不能超过额定压力，必要时需将球内充的空气放掉。
13.射击用具
射击用具是指体育运动用品的枪，而不是公安机关押解犯罪嫌疑人时使用的枪械。必须退出全部弹药，如果条件允许的话，需将枪支拆卸，并包装在行李箱或标准枪箱中。弹药必须安全地存放在一个坚固的密封箱中，然后放入行李箱，并且密封箱四周必须使用其他填充物塞实。
14.占座行李
（1）预订客舱占座行李客票，必须随旅客客票一同购买，旅客需在航班计划起飞72小时前致电客服中心（400-102-666）预订，经确认后方可运输。
（2）旅客通过支付额外机票费用，可将需要带进客舱的物品作为占座行李运输。旅客办理行李占座业务应事先申请，并提供行李的类型、性质、件数、重量、尺寸等信息。
（3）占座行李的机票费用按旅客旅行机票同等票价计算，占座行李无免费行李额。占座行李退改规则同机票退改规则一致。旅客带入客舱的占座行李须自行照管，占用每一座位的行李重量不得超过75千克，且体积不超过40×60×100厘米，对于超过此要求的物品，需视情况托运。
（4）占座行李应包装完好，由旅客自行妥善密封装箱，但外包装不得为玻璃材质，避免对旅客及机组人员造成伤害。客舱占座行李若为乐器，其外包装须附有把手以便固定。
（5）占座行李不得阻碍正常或紧急安全出口、客舱过道。占座行李不得阻碍旅客看到座位安全带标识、禁烟标识以及相关紧急出口标识等。
（6）为了保证飞行安全，旅客及其行李所占用的座位要由中国联合航空指定，在整个旅途中行李用安全带加以固定，避免占座行李在运输过程中移动。旅客对客舱占座行李承担看护保管责任。
五、收费行李额退改
机场柜台购买的收费行李额如未使用，可在原渠道退回；如有新的需求，可重新购买。旅客在中国联合航空线上直销渠道购买的逾件行李退改，可按照行李产品规则执行。
六、生效时间
本规则自发布日期起生效，之前规则自动失效。

CHINA UNITED AIRLINES CO., LTD. Plan of Carriage for International (Japan) Checked and Carry-on Baggage (first edition)
I. Definitions and Standards
(i) Classification of Baggage
Passenger baggage is classified into free and charged bags, checked and carry-on bags, regular and special bags.
(ii) Implementation
International baggage that China United Airlines Co., Ltd. carries is counted by piece.
(iii) Execution Standards
1. Baggage for carriage shall comply with China United Airlines Co., Ltd. General Conditions for International Carriage of Passengers and Baggage, and bags that exceed or do not meet the specifications will not be accommodated unless prior consent of China United Airlines Co., Ltd. was obtained.
2. Carry-on baggage: The bags that a passenger personally takes care of and carries into the cabin, which weigh not more than 10 kg and measure not more than 20x40x55 cm each piece. Bags exceeding the specifications above shall be checked in as checked baggage.
3. Checked baggage: The bags that a passenger leaves with China United Airlines Co., Ltd. for custody and carriage with a ticket issued by the latter, which weigh not more than 32 kg and measure not more than 40x60x100 cm (total outside dimension, length + width + height, not more than 200 cm, and the largest dimension not more than 100 cm) each piece. Bags exceeding the specifications above are subject to prior consent for transport or will be treated as special baggage.
4. Extra baggage: the checked bags that exceed the free baggage allowance will be accommodated as extra baggage at a fee.
5. Overweight baggage: the checked bags that weigh more than 23kg but not more than 32kg a piece will be accommodated as overweight baggage at a fee.
6. The bags shall be packed in accordance with the civil aviation administration laws and regulations and China United Airlines Co., Ltd. General Conditions for International Carriage of Passengers and Baggage, and baggage that does not meet the specifications above and may compromise the safety environment for the flight or the passengers will not be accommodated unless the prior consent of China United Airlines Co., Ltd. was obtained. China United Airlines Co., Ltd. shall have the right to refuse the entry into the cabin or carriage of any unqualified baggage.
(iv) Scope of Application
These rules apply to international flights that China United Airlines Co., Ltd. operates with departure in China (domestic to international connecting, domestic stopover flights included) and in a foreign country or region (domestic to international connecting, domestic stopover flights included). For carry-on and checked baggage on international to domestic connecting flights, the standards for international flights shall apply.
(v) Applicability
These rules apply to international checked and carry-on baggage. Should arise any circumstance that is not addressed herein, China United Airlines Co., Ltd. General Conditions for International Carriage of Passengers and Baggage shall apply. In case of discrepancy between these rules and China United Airlines Co., Ltd. General Conditions for International Carriage of Passengers and Baggage, the later issued document shall prevail.
II. Benefits of Baggage Allowances
(i) Free Carry-on Baggage Allowance
1. Passenger tickets of all cabins each contain one free carry-on bag, which measures not more than 20x40x55 cm and weighs not more than 10 kg.
2. Infants do not enjoy free carry-on baggage allowance.
(ii) Free Checked Baggage Allowance
1. Northeast Asia (Russia, DPRK, South Korea, Japan, Mongolia)
Business class (J/C) ticket contains two free checked bags; super economy (W/O) ticket contains two free checked bags; economy (Y/B/M/E/H/K/L) ticket contains two free checked bags; economy (N/R/S/V/D/T/I/Z) ticket contains one free checked bag; and for economy (P/G/Q/U/A/X) tickets, the relevant product rules on checked baggage shall apply.
2. Southeast Asia (Viet Nam, Laos, Cambodia, Myanmar, Thailand, Malaysia, Singapore, Indonesia, the Philippines, Brunei, East Timor)
Business class (J/C) ticket contains two free checked bags; super economy (W/O) ticket contains two free checked bags; economy (Y/B/M/E/H/K/L/N/R/S/V/D) ticket contains one free checked bag; economy (T/I/Z) ticket contains no free checked bag; and for economy (P/G/Q/U/A/X) tickets, the relevant product rules on checked baggage shall apply.
3. Free checked bags shall measure not more than 40x60x100 cm (total outside dimension, length + width + height, not more than 200 cm, and the largest measurement not more than 100 cm) and weigh not more than 23 kg.
4. Infants that do not occupy a seat can have one free checked bag, which measures not more than 115 cm in the total outside dimension, length + width + height, and weighs not more than 10 kg. Besides, each infant may have one stroller checked in free. For children holding discounted adult tickets or infant tickets that occupy a seat, the relevant rules of China United Airlines Co., Ltd. on checked baggage of the corresponding cabins shall apply.
5. Assistive devices for disabled passengers (including but not limited to wheelchairs) are not counted in free checked bags, and are shipped free as additional baggage.
III. Charged Baggage
(i) Definitions
1. Charged baggage refers to extra bags and overweight bags.
2. Extra bags shall measure not more than 40x60x100 cm (total outside dimension, length + width + height, not more than 200cm, and the largest measurement not more than 100 cm) and weigh not more than 23kg a piece.
3. Overweight bags shall measure not more than 40x60x100 cm (total outside dimension, length + width + height, not more than 200cm, and the largest measurement not more than 100 cm) and weigh more than 23 kg but not more than 32 kg a piece.
(ii) Standard Charges
1. Extra baggage that passengers purchased at the airport counter is charged CNY500/piece (domestic airport) or the equivalent rates (international airport) in the currency of the relevant country or region.
2. Overweight baggage that passengers purchased at the airport counter is charged CNY200/bag (domestic airport) or the equivalent rates (international airport) in the currency of the relevant country or region.
3. Extra baggage that passengers purchased over China United Airlines Co., Ltd. online direct-sale channels is charged at 70% of the published rates.
4. Overweight and extra checked baggage: Overweight baggage fees and extra baggage fees are accumulated.
5. Checked bags for international flights shall not weigh more than 32 kg a piece.
6. The bag fees are charged in the currency of the relevant country or region, and the figure is rounded to the nearest whole number.
7. Each passenger may check in as many as four bags (free checked baggage included).
(iii) Purchase Channels
1. Passengers may purchase extra and overweight baggage allowances at the airport counter. Passengers may purchase extra baggage allowance over China United Airlines Co., Ltd. online direct-sale channels.
2. Invoice service: Passengers purchasing baggage allowances at the airport counter for domestic departure flights may consult the staff for reimbursement vouchers. Passengers having purchased baggage allowances on China United Airlines Co., Ltd. self-owned sales platforms may request electronic invoice online or contact China United Airlines Co., Ltd. Customer Service Center (400-102-6666) for invoice.
IV. Special Baggage
(i) Types of Special Baggage
1. Bicycles, golf gear, skiing equipment, fishing tackle, surfing equipment, bowling apparatuses, musical instruments and other bags of irregular shapes, overweight or oversize bags and cabin seat baggage (CBBG).
2. When checking in baggage, passengers shall follow the terms and conditions for the transportation of special baggage: Should the special baggage exceed the specifications or be unsuitable for carriage in an airplane, China United Airlines Co., Ltd. shall have the right to refuse such bags.
(ii) Standard Charges for Special Baggage (CBBG excluded)
1. Special baggage (CBBG excluded) is charged CNY1,000/bag (domestic airport) or the equivalent rates (international airport) in the currency of the relevant country or region.
2. Special baggage (CBBG excluded) shall measure not more than 203 cm in total outside dimension, length + width + height, and weigh not more than 32 kg.
3. When there is more than one special bag, the bag fees are accumulated.
4. Special bags that are not listed above shall need the prior consent of China United Airlines Co., Ltd. for accommodation.
(iii) Purchase Channels for Special Baggage Allowances
1. For CBBG allowance, the passenger may contact China United Airlines Co., Ltd. Customer Service Center (400-102- 666).
2. For special baggage other than CBBG, passengers may purchase the baggage allowance at the airport counter.
(iv) List of Special Baggage
1. Bicycles
Bicycles shall be single-saddle sports bicycles and shall have the tires deflated before check-in, and they will be stowed in the cargo hold of the airplane. Bicycles other than folding ones shall have the handlebar turned 90 degrees and secured, the pedals removed, and the wheels dismounted and fastened to the frames; folding bicycles shall be folded and properly secured.
2. Golf Gear
Golf gear includes one golf bag (golf balls and clubs included) and a pair of golf shoes. All these articles shall be placed in a golf bag or packed properly with buffers against any odds during shipment if a golf bag is not available.
3. Skiing Equipment
Skiing equipment refers to a pair of skis, two ski poles or a pair of ski boots; China United Airlines Co., Ltd. does not assume any responsibility for the damage of any skiing equipment that is not packed in a hard-edge case.
4. Fishing Tackle
A fishing kit includes a fishing rod and bag or case, a tackle box and a fishing basket or canvas bag. Fishing tackle shall be properly stowed in a sturdy-built hard-shell container specially designed for the purpose of shipment. Fishing tackle packed in any other materials shall be attached with a disclaimer baggage voucher (available when collecting the boarding pass) to relieve the carrier of the responsibility for any damage.
5. Surfing Equipment
The total dimension of each surfboard, including the mast, boom and sail, shall measure not more than 203 cm. The surfboard shall be properly stowed in a sturdy-built hard-shell container specially designed for the purpose of shipment. Surfboards packed in any other materials shall be attached with a disclaimer baggage voucher (available when collecting the boarding pass).
6. Bowling Apparatuses
A bowling kit includes a bowling bag, a bowling ball and a pair of bowling shoes. Bowling cleansers of large volume containing more than 70% of acetone or alcohol are classified as hazardous goods and will not be accommodated as checked baggage or carry-on baggage. Bowling apparatuses shall be properly stowed in a sturdy-built hard-shell container specifically designed for the purpose of shipment. Bowling apparatuses packed in any other materials shall be attached with a disclaimer baggage voucher.
7. Musical Instruments
Musical instruments refer to any devices that may give out musical tones and can be used for the recreation of musical art. Musical instruments may be national instruments and western instruments. For checked baggage, the passenger shall pack the musical instruments in a specially designed hard-edge or crushproof container for shipment. When checking in musical instruments for passengers, the check-in counter staff shall attach a disclaimer baggage voucher to the bags and ask them to sign their names. The carrier does not assume any responsibility for the damage or delay to any musical instruments during carriage.
8. Windsurfing Devices
Windsurfing devices refer to surfboards installed with a movable mast. The sail can be dismantled and folded up. The devices shall be properly packed and stowed in a hard-shell case. Otherwise, a disclaimer statement is required. External package is required, which shall be sufficient to sustain reasonable pressure. Windsurfing devices without proper package shall be attached with a disclaimer baggage voucher.
9. Archery Equipment
Bows and arrows shall be properly stowed in a sturdy-built hard-shell container specially designed for the purpose of shipment. Archery equipment packed in any other materials shall be attached with a disclaimer baggage voucher.
10. Hockey and Lacrosse Equipment,
Hockey and lacrosse bats shall be properly stowed in a sturdy-built hard-shell container specially designed for the purpose of shipment. Bowling apparatuses packed in any other materials shall be attached with a disclaimer baggage voucher.
11. Ice Hockey Equipment
Ice hockey equipment shall be properly stowed in a sturdy-built hard-shell container specially designed for the purpose of shipment. Bowling apparatuses packed in any other materials shall be attached with a disclaimer baggage voucher.
12. Inflatable Balls
Water polo, basketball, volleyball, rugby and football for air shipment shall not be inflated more than the rated pressure, and shall be deflated if necessary.
13. Sporting Firearms and Ammunition
Sporting firearms and ammunition refer to guns for sporting purpose, other than guns and ammunition that the police use when transporting suspects. Ammunition shall be completely removed, and the guns, if applicable, dismantled and stowed away in a suitcase or standard gun box. The ammunition shall be safely stored in a sturdy airtight box, which shall be stowed in a suitcase firmly stuffed with soft materials on all sides.
14. Cabin Seat Baggage (CBBG)
(1) CBBG tickets shall be purchased together with the passenger ticket, and the passenger shall call the Customer Service Center (400-102- 666) at least 72 hours before the scheduled flight departure to book and confirm such tickets for carriage.
(2) Passengers having paid extra airfares may bring carry-on items aboard as CBBG. For CBBG service, passengers need apply in advance and supply such information as the type and nature of baggage, number of bags, weight and size, etc.
(3) CBBG is charged at the same rates as passengers except that such bags do not enjoy any free baggage allowance. CBBG follows the same change and refund rules for passenger tickets. Passengers shall personally take care of their CBBG, and bags taking one seat shall weigh not more than 75 kg and measure not more than 40x60x100 cm. Articles exceeding such specifications shall be checked in if necessary.
(4) CBBG shall be properly packed by the passenger, and no glass materials which may hurt passengers and crew shall be used in external package. In case of musical instrument, the CBBG shall have handles in external package for fixing purpose.
(5) CBBG shall not block the normal or emergency exits or the aisles. CBBG shall not block the seat belt signs, no smoking signs or emergency exit signs.
(6) For flight safety, the passenger and his/her CBBG shall be seated by China United Airlines Co., Ltd., and the bags shall be properly buckled up to prevent any movement during the journey. Passengers shall take care of their CBBG.
V. Refund and Change of Charged Baggage Allowances
Charged baggage allowances purchased at the airport counter unless used can be refunded via the original channel. Should any new demand arise, passengers may repurchase allowances. Extra baggage allowances purchased over China United Airlines Co., Ltd. online direct-sale channels can be refunded as per the product rules.
VI. Effective Date
These rules shall come into force upon release and supersede any previous rules.
